Request for Proposal for Corporate Child Foster Care Setting

Goodhue County Health and Human Services (GCHHS) is requesting exception to the moratorium in order to acquire 1-2 corporate child foster care beds. These beds will be developed to serve high-need youth on CADI/DD waivers. This RFP request is to seek proposals from current 245D waiver service providers who have experience in the provision of supports in a foster care setting to children with high behaviors, cognitive limitations, and difficulty in managing the symptoms of their mental health diagnoses. This could include providing services to youth that have limited insight into their mental health symptoms, have trauma-based behaviors, may engage in self-harm, and may attempt to elope when emotionally dysregulated or over-stimulated.
Goodhue County may be open to partnering with other agencies with this development to increase the capacity from one youth to up to four youth. GCHHS would like to begin development of this setting in July 2025, with the opening occurring in the fall of 2025.
