Minnesota State Statute 624.714 relating to the Minnesota Citizen's Personal Protection Act allows qualified individuals to obtain a permit to carry a pistol in the state.
Permit to Carry for 18 to 20 year olds:
The federal district court judge that found the 21 year old age requirement unconstitutional has stayed her order pending the outcome of the appeal. So, for now, it is status quo and 18 year olds are not eligible to apply or get a permit to carry.
You may apply for a permit to carry a pistol by completing the Minnesota Uniform Firearm Application (Permit to Carry a Pistol) and submitting it in person to:

The office is open Monday - Friday between the hours of 8 a.m. and 4:30 p.m. excluding holidays. Applications are also available at the Goodhue County Law Enforcement Center.

In addition to the other application materials, a person who is otherwise ineligible for a permit due to a criminal conviction but who has obtained a pardon or expungement setting aside the conviction, sealing the conviction, or otherwise restoring applicable rights, must submit a copy of the relevant order.

You may apply for a Permit to Purchase or Transfer a Firearm by completing the Minnesota Uniform Firearm Application (Permit to Purchase or Transfer) and submitting it the police department of the city in which you live or to the Goodhue County Sheriff's Office if you live in rural Goodhue County or a city that contracts with Goodhue County for policing.
Goodhue County Sheriff's Office applications can be submitted at the Goodhue County Law Enforcement Center at 430 West 6th Street, Red Wing, MN, Monday - Friday between the hours of 8 a.m. and 4:30 p.m. excluding holidays. Applications are also available at the Law Enforcement Center. Applications may also be mailed to the above address; they do not have to be submitted in person. If mailing an application, it should be directed to the Goodhue County Records Department.
