Goodhue County aims to lower financial barriers to improving residential and commercial properties by offering rebates for certian fees and charges paid on eligible projects.

HOW TO PARTICIPATE
- APPLY FOR PERMIT/HOOK-UP at the appropriate municipal, township, or county office and pay the applicable fees/charges.
- REVIEW ELIGIBILITY CRITERIA & EXCLUSIONS listed on this page and on the program flyer.
- COMPLETE & SUBMIT APPLICATION available on the Goodhue County website. Send by email with required documentation to County Land Use Management.
- REBATE CHECK SENT BY MAIL after confirmation of project eligibility and original fee payment.

* Eligibility is subject to the following exclusions:
- Projects receiving certain other financial assistance are ineligible, specifically: projects on tax-exempt properties, tax abatement recipients, projects using tax increment financing, projects receiving local government grants, and local government projects.
- Certain project types are not eligible, specifically: Demolition-only projects, residential interior remodels, maintenance permits (roofing, siding, windows, doors), and mechanical permits (heating, air conditioning, water heater, solar/wind/geothermal). Additional exclusions may apply.
This program is administered by Goodhue County. Eligible charges and fees paid to cities for projects within municipal jurisdiction will be reimbursed through the Goodhue County Land Use Management and Finance departments. Complete applications should be submitted by email to megan.smith@goodhuecountymn.gov, or you may deliver or mail the information to the Land Use Management Department, Goodhue County Government Center 509 W. 5th Street Red Wing, MN 55066.
Funding for this program is limited. Reimbursements will be made based on the order in which complete applications are received in the Land Use Management office. Applications will no longer be accepted once grant funds have been distributed, or after June 22, 2026, whichever comes first. Once confirmed, the reimbursement will be issued to the person or company that paid for the permit.
