Adult foster care is a home setting in the community for adults who are unable to live independently due to physical, emotional, developmental, or mental health impairments. Residents receive meals, support, supervision, and some assistance with personal care and living skills as needed.
Goodhue County Health & Human Services licenses, monitors, and supports adult foster homes. Goodhue County Health & Human Services can only license homes which are located in Goodhue County.
Goodhue County Social Services requires anyone interested in becoming a foster parent to attend an orientation session. Orientation will provide you with an overview of the foster care program along with information on the licensing and placement procedures. Application packets are available at orientation. Orientation will be provided twice yearly.

Housing Support
Foster care costs can be covered in the following ways:
- Housing Support (formerly known as Group Residential Housing)
- Eligible foster care individuals may receive funding towards housing costs.
- Private pay
- Foster care individuals may negotiate a fee with the provider using their pension, Social Security, and/or other financial resources.
- Waivered Services
- Eligible foster care individuals may receive funding towards additional services. Eligible Providers must obtain a 245D license to access waivered funds.
Provider Enrollment Application
All providers delivering services to enrollees of MN Health Care Programs (MHCP) must complete an Enrollment Application form and a Provider Agreement form. A provider number must be assigned in order for the provider to be able to submit a claim for payment for Adult Foster Care services provided to clients on waivers.

Provider Forms
Caregivers with 0 to 5 years of licensure/experience are required to complete 12 hours of training annually and caregivers with 6-plus years of licensure/experience are required to complete 6 hours of training annually.
Vulnerable Adult Act Training
The Vulnerable Adult Act Training Process (Mandated Reporter Resources/Minnesota Department of Human Services) must be completed prior to licensure or an employee begins to work with residents. This training must be completed annually.
