Goodhue County Health & Human Services is responsible for licensing and monitoring family childcare homes in Goodhue County. If you are interested in applying for a family child care license or would like someone to discuss the child care program with you, please call the child care licensor at 651-385-2052.
Licensing Steps
- Call 651-385-2052 to obtain the paperwork to begin the licensing process.
- Attend a childcare orientation. (The orientation date will be in the initial packet.) Minnesota Rule 9502 and Minnesota Statutes 245A and 245C will be reviewed. Additional paperwork will be given to you to continue the licensing process.
- A home inspection is scheduled after the following is completed/submitted:
- Application and licensing fee
- Fire Marshal Inspection, if warranted
- Background studies
- Physician's Reports
- References
- Other paperwork (Provider Policy/Contract, Emergency Preparedness Plan, Floor & Escape Plan, Providers Agreement, Your Privacy Rights, etc.)
- Pet vaccinations
- Well test
- Pre-service training
- The licensing worker will conduct a home safety inspection and interview with the applicant.
- When the above has been completed, the county will apply to the Minnesota Department of Human Services and the license will be issued.
- Expect the process to take approximately 3 to 4 months after the county receives the application.

Child Care Licensing Fees
There is a non-refundable fee for obtaining a child care license and for renewing a license. These fee amounts are set by the state and may vary. Please contact the childcare licensor for the most current information regarding licensing fees.
An additional fee may be required if a fire inspection is warranted.
